action: allow customising version-framework with a different checkout ref

elastic/apm-pipeline-library/.github/actions/version-framework uses checkout but it does not allow to use a different checkout.

That's quite handy when using on: issue_comment since it is not tied to any specific git reference, then it's required to calculate the ref on the fly.
