New Permission to only allow "Reply In Thread" messages

Your use case

What would you like to do?

Have a "broadcast" room (primarily one-way posts, like announcements), but still allow conversation on posts in threads. Very similar to "only allow reaction" permission.

Why would you like to do it?

To prevent flooding of broadcast rooms with comments.

How would you like to achieve it?

I would like to have the setting in the normal room settings.

Have you considered any alternatives?

Separate announcement and comment rooms, much too cumbersome.
