Is your feature request related to a problem? Please describe.
Constraint issuers don't have a clear way to know which constraint types are supported by relays ahead of time. Ideally they can poll an endpoint for that.

Describe the solution you'd like
A new endpoint: /constraints/v0/builder/capabilities or /constraints/v0/builder/types that returns a list of supported constraintTypes.
