• For the missing discussions-to, would it be possible to link to an internal page stating that there was no discussions-to link?
• For the maximum title length, should we increase the maximum length?

This would allow us to re-enable those features of eipv.

I would rather just move forward with eipw, which only checks files that are touched.

I've always been interested that is it a requirement that "discussion-to" need to point to exclusively the ethereum-magician? If so, why not just have a specific rule on etheruem-magician to automatically generate the discussion post?

Ethereum magicians was actually a relatively recent introduction. The reason this is mandatory is that it is considered one of the few "permanent" websites (i.e. the links will never rot).
