Changes expected to be included by tests

All tests will include the pre-deployed bytecode and nonce==1 at 0x0b in the genesis file
Current code to be used will be https://github.com/lightclient/4788asm/blob/main/src/main.etk, but subject to change

Changes expected to be included by clients

Precompile logic needs to be removed, but storage updates to 0x0b at the beginning of each block still need to be performed, no system-transactions for the time being
No nonce check needs to be done
Rest of the updates covered by Update EIP-4788: initial stab at v2 EIPs#7456
