I won't be able to make it to this call unfortunately due to travels, but it would be great to have some reviews on this PR on builder-spec changes. It now includes the blob decoupling and blinded blob signing changes:

Cannot make it to the call, but I'm definitely interested in the proposed encoding changes here. Generally I'm pro-simplification and pro-consistency. A change to use RLP fits with that ideology, although I don't like the format itself. Updating all the tx types, without exceptions, to a new format like SSZ, in the same future update, sounds good to me (and I would still choose to preserve the prefix+rlp based signing-hash behavior of existing types, and limit the change to transport + block-inclusion commitment related changes).
