As described in the following SWIP https://github.com/nolash/SWIPs/blob/hive/SWIPs/swip-hive.md SugestPeers method should fill unsaturated bins in ascending order of number of connected peers (bin with least amount of peers first) and from shallow to deep, however, if there are unconnected peers in the neighborhood, it should prioritize connecting to the closest one.

This is not happening right now: if there are two peers available to connect to, and both fall in the neighborhood, the closest peer isn't always suggested first
