"Manage templates" page mishandles directories #1

On the Manage templates page, directoreis are listed just like regular files. However:

You can't compare, or delete them
You can't see what's inside

It's impractical to provide a general tree view, etc. Perhaps a flat listing is best, but in any case the current implementation should be improved.
