Red warning on startup: incompatible with mod not subscribed to

Describe the bug
Exception in custom XML loader for ModManager.Incompatible. Node is: Better Spots

Expected behavior
As I'm no longer even subscribed to that mod, why then is it popping up a red error box on game start?
This doesn't happen with ModSwitch

Steps to reproduce

1. Subscribe to better spots mod
2. Try to run game, get red error box
3. Unsubscribe from mod, try to run game, still get red error
