[BUG] flytekit docker images failed to build in beta version 1.2.0b0

Describe the bug

As can be seen in https://github.com/flyteorg/flytekit/runs/7887779364?check_suite_focus=true, the flytekit docker images fail to build to a version incompatibility in the plugins.

We should invest in automation to catch this kind of error earlier in the process, preferably as part of creating a release.

Expected behavior

Docker images should have been built successfully.
