Describe the bug

Users who install flytekit on python 3.11 will come up against this error #3181 when they try to use it.

This is a stop-gap measure to avoid confusion, and will be addressed more systematically by supporting python 3.11 #3312

Expected behavior

When a user tries to install flytekit on 3.11 pip should error out saying that flytekit isn't supported.
