pip install (still) failed inside docker for python3.6 #10

Hi,

I'm running into issue #8. I think the code change made to close the issue (#7) is probably correct, but when doing pip install (also when building a Docker), the old (wrong) line shows up, making the install fail.

Is it possible that the change hasn't propagated to the relevant place?

I have the same issue when building a docker image. Tried 14th Nov 2019.
