Implement automatic semantic versioning with release notes/change log

This can be as easy and making sure to include a change log for now, but instead of manually tagging it would be nice to have an automated build based on conventional commits and having the release notes as part of the PRs. At the very least we need a CHANGELOG with release notes and a possible blurb on how to update your config.yml.
