Describe the bug or behavior
When running the create-project command, it fails with the error

sh: dependency-licenses: command not found
Script dependency-licenses handling the post-update-cmd event returned with error code 127
Command failed with exit code 127

To Reproduce
composer create-project g1a/starter example

Workaround
Installed g1a/composer-test-scenarios globally to get past this issue to complete.

Thanks for reporting. This repo does need some TLC. Dependency Licenses should be a separate project as well.
