Bare pages to implement

The conclusion of #1385 was that we don't need to create a "bare" version (no navbar, etc) of every page right now.

But we do need to create a selection of individual bare pages. This issue collects the list of bare pages we need to create.

• /widgets/news.html, /widgets/events.html
• /galaxy/news.html, /galaxy/events.html
