Similar to gbif.org, but with the difference that users should be required to provide a password even when registering with an oauth provider.
Simply because it is a cause of confusion when users then want to download with R that they do not have a password

Not a requirement for gbif.org phase, but nice to keep in mind
When implementing this, consider how it will work on hosted portals. What would it take to support login on hosted portals.
