Since we deployed the multi-write Redis client but didn't enable it, we saw an increase by 2x of the number of Redis connections in S4S only.

This ticket involves the work of figuring out why we had double the connections after the deployment of #4064.

I investigated as part of an incident if we were applying correctly the configurations after my change and we were able to validate that the config changes were correctly applied.
