Dan Theraja illustrated that having the rate uncapped can lead to some problems

Stripe's cap is 999,999.99 https://support.stripe.com/questions/what-is-the-maximum-amount-i-can-charge-with-stripe

code written: master...dsernst:fix/rateRange

but haven't been able to test successfully yet. I think it's because mongo has it's old schema cached or something, and it needs to be flushed for these new max and min values to take effect. not 100% sure what's going on here.
