Update CAS Translator Setup for DRMF Docker

So currently, the DRMF server is unable to work with the translator and the main reason is that the DRMF is running in docker now. I will work on that in December when I'm in Berlin again.

Here is what I know so far about the problem:

1. We need to update mathmltools-converters: Update CAS Translator Support MathMLTools#38)
2. We need to fix version and deploy problems in mathmltools: Restrict Releases to Master-Branch Updates MathMLTools#37
3. Docker needs the new mathmltools-converters and the translator JARs at the right place. The config of vmext-demo needs to be updated in docker according to the paths of the translator:

   Caution: The JARs and the data are not publicly available. I don't know what's the best workaround to handle with that with our docker solutions on the DKE server now. @physikerwelt probably you have something in mind to fix this issue.
4. This issue here is somehow related to vmext-demo.wmflabs.org seems to die frequently #22. Since we are in docker now, we may handle that memory problem somehow.
