Use transactional endpoint for everything. Drop support for Neo <= 1.9 #3

Yay, for dropping 1.9! Could you comment on the scope of this issue? Is the transactional endpoint only used selectively?

Also (and maybe this ought to be a new issue) wdyt about support for Bolt?

Hi Andreas, yeah I'm afraid I haven't really kept the issues up to date, although I am ramping up working on cq again (this week, even!). cq.v2 (which I'm giving a talk about tomorrow), will support bolt and have a standard-like API as discussed at the driver summit. On top of that it will support database/sql.

In cq.v1, the transactional endpoint is only used in transactions, and the old cypher endpoint is used for queries outside of transactions.
