Forced noise on some textures (GoldenEye) #2886

When disabling dithering under settings, some textures and effects are still affected by noise, especially noticeable on smoke. It'd be nice if the noise option was brought back to disable it in games like GoldenEye.

The aiming reticle has noise around it. Noise isn't applied to all textures / effects, seems to only be applied to those with transparency.

Interesting. Color appears to be manipulated with noise in parallel but not with gliden64.

Do you have a comparison screenshot of the reticle with parallel?

Another example - it seems to happen with every texture that has transparency.
