I'm working on MassPay. I'm bisecting to locate the bad records.

We're off by 1.23. I've found one user, who accounts for 0.80. The issue there is the $1.00 cap for U.S. PayPal accounts (#1675). How about the other $0.43?

There's a second user who appears to be subject to the $1.00 cap (even though they have a UK email address).

And they account for the other $0.43. Okay! Now what?

#2093 mostly brought the production site down. The running code expected 24 columns in participants and started failing once the commit made a 25th column.

Last night I added a paypal_fee_cap field to the database (#2093), which basically took the site down (#2094). @bruceadams and @seanlinsley brought it back up. I was able to do MassPay last night, though. Now to wrap up ...
