give Coinbase access to others

Reticketing from #2177, which is about PayPal and got slightly side-tracked for Balanced. The trouble with Coinbase is that we don't get user management. I can't even hand out a password, because I've got two-factor auth set up and so I get SMS on my cell phone when logging in. I've asked for user management on Twitter, need to probably escalate.

Just to check, we use coinbase for pay-ins, do we also use them for pay-outs? If so, does this mean you're still bus-factor-unity on this?

I wouldn't want Chad to give financial access to anyone else until we have contracts in place, ref: #1443

Though of course this has already happened for Balanced.
