Reticketed from #2372. Turns out we're no longer logging the request id when a Balanced charge request fails, because that bit of info got moved from the error message itself to a header. We need to log request ids in order to debug charge failures.

This should either be done quickly as low-hanging fruit, or implemented as part of #2443.
