move admin knobs into a corner

Right now we've got admin knobs scattered about the UI (see gratipay/inside.gratipay.com#332 (comment)). They're distracting and irrational. I think a good way to rationalize them would be to put them in a little box that's parked in the lower left corner and can either be open or closed.
