Maybe start with a conversation with Braintree to try to make sure we find the right person? Maybe reach out to the risk person we were talking to on gratipay/gratipay.com#3531?

This is reticketed from #329 (comment). The point is that we are going to try to pay out a lot of money before refunding 1.0 balances (gratipay/gratipay.com#3539).

If we contact PayPal, we run the risk of them turning us off entirely.
