Create action for installing AWS CLI v2 #151

The base image used by the runners is Ubuntu 22.04, which only has the AWS CLI v1 available. As mentioned by Trent it would be helpful to create an action that setups up the v2 CLI.

The code for this has been implemented here, but needs refactored into a separate action for use in other workflows.
