In the editor view text alignment can be adjusted, but when published text is always center aligned. There are solutions for this, but they don't fix the actual problem and they are very patchy.

I don't know why this bug never got fixed. It's a bit tricky. I have just amended my suggested fix in the tracker issue you mentioned. I've tested it and it works.

I can only assume that it's either priorization (there are tons of things to be done by the core team - and community pull requests are easier to follow up than code in the ticket system, by the way) or the very reason you are mentioning in the ticket (the change would alter all existing content as there's no way to know whether the content should actually be centered or not).
I know, this is an old bug. I just want to add that this is a problem in our use too.
