Can't install tensorflow 1.12

When trying to install the requirements, especifically tensorflow 1.12 I get the below message. I have tried with python 3.8, 3.7 and 2.7.
I am a bit lost with how to use it, so any help would be appreciated. Eager to learn how to use it.
