Code coverage not available for the repository after going public.

We need to look into why the codecov coverage is not available for the repository and PRs.
At first glance it looks like it does not even try and upload data.

It looks like coverage is only included in one test line in package.json in the front-end package group. I see the codecov config file in the root of the repository. However, it doesn't look to me like automation or back-end is calling out to enable coverage or to retrieve artifacts.

@rbarkerSL I was troubleshooting this issue a bit and tried a few things but when I try and access https://app.codecov.io/github/hashgraph/hedera-transaction-tool it says that the repo is disabled. Is this something edited through the codecov account or how do we re-enable it?
