Add support for plugins to request the installation of tools

Assuming we are adding the support for Headlamp to download external tools, we would also need to add the functionality for plugins to request these tools installation.

For this, they would have to provide the name, URL, checksum, and possibly other info about the binaries, and the app layer would take care of installing them.
