重现步骤

之前做过很多测试，测试都是正常的，准备接入正式使用，就清除了旧的工单列表的数据，把sql_workflow和sql_workflow_content中的数据都delete了，后面再去操作的时候就会发现上线申请一直有误

预期外的结果

无法进行sql提交上线，上线就会报error
