I think we will never be able to provide full free internet to everyone in Iran. Big cloud providers and future internet protocols will never allow for full censorship circumvention because another name for censorship is moderation. Enterprise customers (companies, universities, etc) want to be able to moderate how their networks are used. There's also Russia and China which will never let that happen.
Even after all of our efforts to fight censorship, I fucking hate it that it is still extremely effective. Once a website is filtered, traffic easily drops by more than 50% (usually 90%). And let's not forget there's a good chance that IRI will just block high speed internet for everyone unless they get some kind of permit, like they were doing 15 years ago. Then everything we have done so far, it will be for nothing. At least for Iranians.
The idea is to provide easy access to all the reasons IRI is blocking the internet, for free. For example, Instagram is blocked because of IranIntl, so we figure out a way provide access to IranIntl. Whatsapp is filtered to make people use domestic apps so IRI can spy on them, then we add e2ee into their spyware messengers. You get the idea.
And the biggest reason for extreme internet restriction is to prevent news propagation and to prevent people from organizing. So we provide whatever we can to fight against that. Bluetooth. Wifi-Direct. A formal structure for organization. Better and well planned call-to-actions (unlike opposition).
