Reorganize graphics settings to separate speedhacks from quality settings #13785

There's still enough demand to keep the speedhacks like disable block transfers or mode=skip buffered rendering, but the UI should make it very clear about which settings are speed hacks, and which are quality settings. That way people will have an easier time troubleshooting broken rendering.
