This moves the most commonly used settings to the top, and removes a duplicate setting and an unnecessary heading.
The duplicate setting had two translations, so consolidate them.
Additionally, remove options "Load language ini" / "Save language ini", and moved stereo stuff to developer tools.
I plan to move Stereo out too for now, it's too experimental. Maybe just put it in developer tools.
