[Bug]: Veinmining can not be found in enchanting table

What happened?

I can't find the Vein Mining ehchantement in my Enchanting Table. Also not in Villager Tradings or anywhere else, no matter what I set or change in the config, it does not change the fact that it is not present in survival. In krativ I can get the book and enchant with it, but that doesn't help me in survival.

How do you trigger this bug?
