Bug description

Google is again running a new A/B test on select accounts
The new layout applied to the playlist shelf is one of them

When the Hide suggestions setting is on, the playlist shelf is hidden

Steps to reproduce

Step 1. log in with the Google account that was the subject of the A/B test
Step 2. change the Hide suggestions setting to on
Step 3. If you check after enough time has passed, the playlist shelf is gone.
