[RFC] 将文档并入主仓库 #135

我计划将 InPageEdit/Documentation 仓库合并到本仓库的 doc 文件夹下，并使用 GitHub Actions 进行 CI。

此举将带来以下好处：

更新日志将伴随新版本同时推出
在构建时，可以把 InPageEdit 主程序拷贝到文档子目录，今后或许可以直接使用 https://ipe.js.org/dist/InPageEdit.min.js 载入ipe，不仅好记，而且还可以绕过 jsdelivr 超级长的缓存时间
~~方便潜在的贡献者在主仓库水 PR~~

但是目前存在一些问题：

如何保留旧仓库的贡献记录（如何无损迁移？）
