Updating postcss-loader object

What Changed

Updated postcss-loader to ^4.2.0 and updated the postcss-loader config to use the new required postcssOptions property.

Why

#661
Any modern Storybook addon (such as @storybook/addon-essentials) will require postcss-loader@^4.2. Additionally, Storybook will be deprecating postcss-loader versions 3 and below with Storybook 7.
