IPFS is filtered in China and a growing list of other countries

A growing number of IPFS users are locked out of the network. Tor is filtered in China and not solution to this problem, however their bootstrapping technique could be used by IPFS to connect Chinese hosts to the Kad network. The filters such as the great firewall, are still primitive and only rely on a large denylist of IP addresses - Kad the protocol cannot be filtered because they don't use deep-packet inspection and providing a Chinese IP address or host with any means to access the Kad network will give them access to everything that IPFS and Kad has to offer.

With each passing day that this ticket lies unanswered - more people will be locked out of using IPFS by their governments. If you care at all about humanity, if you have any money to spend or if you just want to solve a very important problem - this is the ticket. We need to make sure that IPFS is accessible in the places where it is feared most.

Delegate routers can be used to expand the number of entry points into the network. If each client gets 5 unique IP addresses, it will be difficult to correlate or to block all possible nodes and delegates who can access the desired nodes.
