am i stupid about mesurements of headphones?

if i use FiiO x JadeAudio JD3 by Kazi i just need to use target Flat for get Normal sound

but if i use Audio-Technica ATH-M40x.csv by Oratory1990 or other for M40X i get not normal sound with target Flat and i need to use other targets like HMS II.3 Harman over-ear 2018 or other for get Normal sound, is it normal to understand?
