Set private token on all HTTP interactions, not just merge operations, since some repositories are only accessible to logged-in users.

This will require a change in Breezy.

e.g. https://salsa.debian.org/debian/pkg-python-daemon or https://janitor.debian.net/cupboard/result-codes/401-unauthorized
