Scout Import does not work if SCOUT_QUEUE is enabled

If you run scout:import to update the search index while SCOUT_QUEUE config is set to true, the import won't add anything to the search index.

This is problematic in high load scenarios, because the automatic search index update won't happen.

This is for v4.0.0-rc.6.
