Library Checker 本体の更新に合わせて以下をします:
python3 generate.py path/to/info.toml形式を使う--compile-checkerも叩けるようにする (微妙に破壊的変更になってる)注意として、
tomlpackage への依存は残します (Library Checker 側では使うので)cc: @yosupo06

ただし現在は yosupo06/library-checker-problems#268 の問題により CI 通りません
