[Release] Katib 0.17 Roadmap

This is the tracking issue for Katib 0.17 release.
The feature freeze date for the next Kubeflow 1.9 release is April 15th.

We are targeting the following features for Katib 0.17:

Katib Backend

• Support Kubernetes v1.27 - v1.29 #2256
• Allow to skip DB creation: DB: Add environment variable option to skip DB table creationˆ #2245

SDK

• Design LLM APIs for model tuning using Katib SDK: [GSoC] Create LLM Hyperparameters Optimization API Proposal #2333
• Add unit test for Katib SDK: Add unit tests to the Katib SDK #2184
• Set env variables using tune API: [SDK] Add env & env_from in client tune #2235

Docs

• Add architecture for Katib.
• Documentation Improvements for Katib 0.17 #2314
• Improve contributor guide.
• Update guide for Katib Config: Update documentation about KatibConfig API #2186

Misc

• Replace the tool of code generator for the gRPC API #2141

Please let me know if we should add/remove some items @kubeflow/wg-training-leads @tenzen-y @droctothorpe @lkaybob.

Generally, lgtm. Maybe we have additional refactoring and cleanup, but putting cleanups on the roadmap wouldn't be better.

@kubeflow/wg-automl-leads I would suggest supporting Kubernetes v1.27-v1.29 since the release candidate day is July.
Kubernetes v1.26 will be deprecated on 2024-02-28, and Kubernetes v1.30 will be released on 2024-04-17.

I'm wondering if we should work on #2141 since this issue is causing some dependency issues...

Although, I'm not sure if I can prepare enough time for the issue.

Hello @kubeflow/wg-automl-leads, this is a kind reminder that Monday, March 4th will be our Kubeflow 1.9 release development checkpoint, we will be halfway through our dev cycle, and we expect most of the work to be well underway (reminder: code freeze is scheduled for Apr 15th)

Can you please acknowledge your status with respect to your roadmap, comment on the progress made so far, and provide an assessment of the work that remains?

(understandably) Not everything may be completed in time. Please proactively let the release team know if there are delays, blockers, or uncertain situations, know so that we can align expectations and try and help you out, if possible.

Is there anything missing to cut the release? We want to start the manifests sync for training-operator for Kubeflow 1.9.0-rc0

For Katib, I would love to get this merged to fix our UI CI/CD: #2313.
