chore: add bot response for non-conf results #187

make it clearer when the bot will not run the suite.

Sometimes folks submit to cncf/k8s-conformance with say the title incorrectly matching the bot's expectations and they intend it to be run as a submission or there's a docs change.

Example response: cncf-infra/k8s-conformance#64 (comment)
