Feature change suggestion - an apply plan with no changes show as red in UI #730

Using OTF 0.3.13

When an apply run is done with no changes, the run status is set with a RED background.

I would like it to be green because no change is not an error and could confuse users that an error occured.

Example of runs list with red when there is no error.
