Icon Tap Action: Perform Action: Light Toggle -- not working

I've been trying to use this card for dimmable lights and want to make the "Icon Tap Action" "Perform Action" "Lights: Toggle" such that when I tap the icon, they always turn on at 100% rather than the last brightness they were on before that the normal "Toggle" command would accomplish. However, when I put this in the UI, nothing happens when I tap the icon. I cannot get any of the "Perform Actions" to work using this card.
