Description

I am seeing quite a bit of traffic from the neighbors module on the regional mqtt topics.

Before the neighbor info gets visualized somewhere and it becomes more popular I think we should make it opt in like detection sensor and range tests and not repeat packets when the neighbor module is not enabled. Last year at burning man neighbor packets were a traffic issue.
