Update jsdoc tags + housekeeping + ts-ignore fix (#324)

1. Update package-lock, including dts-critic' npm@7 fixes
2. Don't forbid ts-ignore or tslint:disable inside node_modules
3. Allow or disallow a bunch of new JSDoc tags.
